Last date of practical submission as mentioned in your practicum manual/guidance document = last date to submit them at IGNOU Maidan Garhi after getting them evaluated from IHE.
You should submit in the study center (IHE) at least one month before the above date so that you get the evaluated files back in time for submission in Maidan Garhi.
You have to pick up the practical files from the study center after evaluation and submit them in Maidan Garhi yourself.

No. There is no correlation between submission of practicals and exams - both are independent. You only need to submit assignments before exams. Practicals may or may not be submitted before exams - your choice.

You need to submit the practical files in IHE for internal evaluation. Then pick them up from IHE and submit in IGNOU Maidangarhi for external evaluation. It is better to do this yourself considering the mess that would be created if something goes wrong somewhere.
While conducting the practicals there should be no need to visit the SC.
